I want to upgrade my processor.

    Currently I have:
    Motherboard : ASUS a8n-e
    GPU : ATI 4670
    CPU : AMD 3200 64-bit

These are the supported processors for my motherboard as per ASUS website:
    ASUSTeK Computer Inc.
(OR, u can check the attachment below.)

Now, I want to buy a new processor for gaming which should be atleast enough for next 2-3 years.
Now as currently my budget is not very high, so which is the best option?

Second question: Although not listed on the website but does my motherboard supports AMD's Phenom processors.

    Thank You

The best CPU your motherboard supports is the X2 4800+. The good news is you can get one really cheap; they're like $50-60/USD new. The bad news is it definitely won't last you for 2-3 years if you plan on doing any heavy duty gaming, since it's already a few generations old. If you want a hard-hitting gaming rig, my advice to you is to buy the 4800+, then start saving up for your next build.

EDIT: Don't forget to upgrade your BIOS before upgrading your CPU: http://www.asus.com/Product.aspx?P_ID=DzbA8hgqchMBOVRz
