i just got all the parts that i ordered for my bros pc i am building him, using an old atx case, a pcchips syntax motherboard (supports both DDR and SDR)
i changed the jumpers so that it only runs the memory present in the SDR slots (256mb x 2 (133mhz)) / 8x DVD / 1.44 Panasonic Floppy / 1.8 Duron
20gb 5200rpm HDD, the only problem is, i turn it on, it runs no beaps or anything, but the monitor will not turn on.

if i try to turn the monitor on manually via pressing the button it says: "no signal"

Make sure the "BIOS Clear" jumper is off, or the system will not boot. Also, make absolutely certain that the video card is seated deep & even, and the RAM is fully seated as well. PCChips boards have a lot of problems with video card seating, so that'd be one of the things I payed extra attention to if I were you.
