Well, the guys over at [H]ard OCP show you what's the best board for overclocking and use boards with chipsets from either Intel, Via, or SiS. They're not using peltiers or watercooling; just a heatsink and thermal paste on the highly overclockable Pentium 4 1.6A CPU.
