My friend's computer have Intel Pentium D.
I don't know exactly, But I assume speed is 3 GHZ.
But it is not fast as other computers on my school.
He have fixed an DVD writer and CD Drive on it.
He think, low watts power supply may be a cause for this problem.
    Is he correct?

What are the specs of this system in full?
The Pentium D runs at a variety of speeds, but overall system performance is no longer determined by just the CPU.

Mobile CPU's tend to employ a speed reduction mode as to not suck up power. The only reason a desktop CPU would slow down is if it's getting too hot and it slows down to avoid damage to itself.

If a power supply were insufficient, you'll have a system shut down out of the blue or crashing when the system were taxed.
