i7-3770K Ivy Bridge or i7-3930K Sandy Bridge?

I would go with the 3930k ... Its going to run you more money ... it benchmarks higher and doesnt have the ivy bridge overclocking problems.

    z68 Memory

Has anyone tried 32gb ram with the z68 chipset? I got my second 2x8gb kit yesterday... When I put it in, it made my i7 2700k run very very slow. Is this a problem with using 32gb memory or is this just a bad set of memory?

Help with CPU Water Block - Recommendation

Water cooling really isnt ideal, especially since you have a xeon on a dell motherboard which you cant overclock. You should just get some good air cooling, then you dont have to worry about leaks, plus alot of air cooling solutions are quieter than water cooling ones.

    SSDs and Encryption

What to do? The intel 320 relies on ata passwords, which are really insecure, and truecrypt encryption reduces performance and the life of the drive. I dont really see what any options are.

    Feedback for a new build

The 320 is good. Since you are doing a z68 chipset though, you should check out the 311. It is cheaper, and Intel has made it to do some voodoo with storing your most used files on the ssd, and moving lesser used stuff to the HDD.

    Motherboard question

You can use drivers off of a usb flash drive the same way you would a floppy drive. All you have to do is download the drivers and put them on the usb drive. When you get to the partitioning screen in W7 setup click load drivers and it should find it.
