Display Problem

Allright, I am not so good at technology as I use it just for my Study. I have got Windows 7 with RAM 1 GB and Hard disk 160 GB installed. I also have a TV tuner card (external). This is the problem I have been facing for past a couple of months that is driving me crazy.
Whenever I open the computer, the CPU works perfectly,but the display isnot shown in the monitor though the CPU is running perfectly. When I turn off the CPU directly, then also this problem persist for some time. After turning off the CPU directly for 4-6 times,sometimes even more the display is shown in the monitor and it works perfectly.Whenever i restart the computer, the problem doesnot persist. To my amazement, although I have shut down the PC directly, by pulling off the plugs, the windows doesnot shows me any warnings of turning off the PC directly.The display of TV channels is perfect though. I mean the TV tuner card works perfectly. the only problem is when I run the PC as well.
What might be my problem and how possibly on Earth can I solve it?
 
You might want to try reseating the video card in its slot to see if maybe it has come loose. Also reseat the video cable to the card and also to the monitor. If that doesnt help, try swapping the monitor with a known working one. Also try swapping out the video card with a different one, and also the video cable as well. Just replace one at a time though, so you can see if one of those components is failing. If that doesnt help, try doing a minimal boot with just the video card, processor, and a single stick of RAM to see if the video will come up when the computer POSTs. If it doesnt, try a different stick of RAM to see if it will work with that. If you have a PCI or PCI express video card, you can also try setting it into a different slot as well if you have one available, to see if the slot it is currently in is faulty. If none of this helps, and you are still getting no video when you turn on the computer, it might be your system board having a problem. If you have video when the machine turns on and then lose it once windows starts to boot, it might be a problem with you OS and may need a reinstall.
