Fatal System Error

I'm getting a blue screen error message.

STOP: c000021a [Fatal System Error}
The Windows Logon Process system process terminated with a status of 0xc0000005 (0x00000000 0x00000000).
The system has been shut down.

I'm able to get into safe mode, and tried the system restore feature, but I'm still getting the error message.

Any suggestions?

 

Install the latest service pack and all the windows updates....

 

I can't access the internet

tried that, tried a whole bunch of things; just re-installed the OS
