How to get rid of virus on Windows 7 which appears to have complete control?

I have Windows 7. It has been infected today. I have tried to follow solutions on the internet and it has disabled many programs including antivirus/spyware programs, mozilla firefox, etc. It has disabled task manager, system restore, and I am not able to enter safe mode. What can I do? Will I need to reinstall win 7? In the future I think I should not use administrator account for normal use (Will that prevent virus from taking over?). Thanks!

Did you computer come with a recovery disk ? If so, then you will need to run it... It sounds like a Smart Virus and will take control of everything by learning from its mistakes.. A reinstall is the only way to fix..
