Hello, I'm not sure if I have put this in the right forum, but I experience very loud noise problems from my PC, I have had them since the first day I've had it. It is a custom built PC sold on eBay, with the specs below, I had to add a graphics card, and change the power supply to accompany it. Even with the old power supply and without the graphics card it was still loud. The last custom built PC I had was loud too.

I have no idea about how to diagnose the problem, or isolate what is making the sound. Any explained help would be greatly appreciated.
Also the PC seems to have a random stutter problem, when the mouse would seem choppy and the audio would seem distorted, for a split second.
