new PSU fan runs at full speed - too noisy

My new psu:

I can hear it and would it estimate it being about 30dB, and it says "-Super silent operation with intelligent fan speed control (< 20dBA)"

My case is outstandingly cooled, I don't see why the fan is running so fast. I don't think any form of "Intelligent fan speed control" is kicking in.

Anyone have any idea what the problem is?
 
There is a program that ables you to control your fan's speeds. Speed FAN, i forgot but one of the users has it's link in it's signature.
 
I know, but i don't think my psu fans speeds could be controlled.

There is not data connection between the parts, just power.
 
I think the PSU it's self should have a program that increases or decreases fan speed. You cant control the fan speed your self only a few PSU allow you to do this manually with software control like this: Gigabyte ODIN GT 800W
 
If the fan is temperature controlled, you may have a defective unit. Also, depending on how much draw the unit takes, the fan may spin faster to disappate the heat, so it may not necessarily be defective but operating within the parameters.

Off-hand, I don't know if that unit is reviewed, but if you want some info on quiet parts, check out SPCR.
 
OMG finally it's back
It makes no excess noise, which is good.

I think they are just having afew faulty models, so if this does happen return it
