new setup not working

I just got this new setup, all ordered off newegg.
Its a k7 pc chips board and a duron 1.8

When I first got it all setup I would turn it on and it would start up, then the screen would suddenly go blank. After I tried a few things I realized the fan wasnt spinning. so I put a new fan in there, it spins just fine. However now I just get nothing from this computer, it doesnt start up for a second, it doesnt flash anything on the screen, just no output. The front light comes on, the fan spins, and thats about it. The hdd led never flashes, and the led on the front of my cd drive doesnt come on, also it doesnt open. I dont think it was heat damage from not having the fan installed because it was only running like that for 30 seconds total, tops. I have a stick of ddr400 ram in there and the board only supports 266, you think that could be a problem?

RAM rated faster than the board supports isn't a problem, it will just scale down.

Try clearing the CMOS, should be in your motherboard manual.
 
when I set the jumper to cmos clear the system doesnt even start up, thats what really bugs me. On athlon system when you set the jumper to clr_cmos it turns on, beeps, has no output. But on this one if you set it to clear nothing happens. no lights come on, nothing spins, it doesnt open rifts to other dimensions... nothing. is that normal? shouldnt the light at least come on?

You are talking about the CPU fan, right? Can you please list all of the parts on that new system (At least the mobo, cpu, psu, ram...). When listing the psu, please include the wattage- (i.e: 400w Antec). I would try running the system barebones, and see if that helps at all. Also, although it sounds stupid, double-check that everything is seated properly. You put the right amount of thermal compound between the cpu and heatsync, right? Lastly, if you have another system with compatible parts, you may want to swap out a few to check.. WARNING: You will take the possibility of ruining the parts you put in there, just ask Exfoliate. You do have to move the jumper back into the previous position after you clear it. Don't try to boot with the jumper in clear position.
