Qtec 550 watt psu

Is this power supply 550 watt? I've heard this speed is like at 0 degrees C. Is this true? What watt would it be at say 55 degrees?? helppppppppp and are there any other cheap 450 - 500 watt psus which r better??????? hewpppppp
 
never heard of the temperature influencing the power supplied by a power supply. Doesn'T mean it's not true though...

However, I'd go for a Antec TruePower. Antec served me well and continues to do so. They're one of the best psu manufacturers around. you can't go wrong with them.
