I was wondering what power supply would seem the best for making a quiet computer. Looking for something that has atleast 400w. Please help if you can. Thank You.

Note: If you can, please let me know of a few brands to choose from.

Zalman has some. There's also the Antec Phantom, but the 350W unit runs nearly $170. The Zalman's do have a fan on them, but they rotate so slowly, it should be pretty much silent.

I've played around with the majority of "silent" psu's, all of them are very quiet compared to generic psu's, but personally i recommend ThermalTakes Silent PurePower range - comes with fan controller to adjust the fan speed.

Although the best you will find is a Silent Seasonic - these are just unbelievably silent (20DB or less @ max RPMs) - and they are extremely high quality powersupplies.
