Within the last week or so, my computer has been nonfunctional. It started out at first I tried pressing the power button, and the power would flick on and off repeatedly, but never do anything else. I tried this multiple times and eventually it started up for good and stayed on for hours while I played some games, then I turned it off as usual.
Now I tried it yesterday and it turned on but wouldn't POST. The fans would spin, the LED's inside would go, but the HDD and Optical drives were nonfunctional and nothing showed up on the monitor. As I was tinkering with it, the working features started flicking on and off repeatedly without me pressing the power button or doing anything at all.
I've already tried all the RAM sticks and thats not the issue. I've been told already a lot of the things I need to try, like resetting the CMOS or the BIOS of something (if someone could explain what the difference is here that would be nice), try it with unnecessary components unplugged, reseating the CPU, and also checking the power supply, so I will try all this.
I am having some issues though with working this analog multimeter I have to check the PSU. This is it:

I'm not sure how to use it or what to turn the knob to before I start.
Anyway, if someone could explain how to do this and if there are any other things I could try or other possibilities please lemme know. There's been a series of bad thunderstorms lately. My fear is that it is a motherboard issue, as I think that would mean I'd need a new OEM copy of windows?
