Why does IE on XP bootup at start?

Why does my internet explorer open during bootup on XP? Ive already checked startup, and IE is simply not there...used CCleaner's startup option and msconfig, but IE is not listed as a startup entry. IE always opens though, to the homepage.
 
Its my work PC actually, and i dont have admin access there. That may be why...

Its IE 6.0. For some reason microsoft update wont detect IE7 as an update to download.
