sounds like it's shorting on the case. Take the motherboard out the case and try powering on again. could also be the power switch, so make sure you short the 2 power switch pins on the motherboards controler panel with a flat head screw driver.

Try updating your bios sounds like an issue with your PCI controller. hopefully bios update will fix the problem with controller detection and the setting of the frequency.

when clearing cmos are you totally killing the power to the motherboard including unpluggin the kettle lead and flicking out the battery? alot of cases people just flick the battery out but stil gotta relise the board still has power to it via kettle lead and can also not clear cmos memory.
