My PC has just started to slow down.
I looked in task manager and saw that the processes running only added to about 5% CPU usage, but I looked in the performance tab and core 2 of my AMD Athlon 64 X2 4600+ was at around 90%.
I quit everything but it stayed like it.
I am scanning for viruses now but all it's found up to now is some HTML files that i made myself
    Any ideas? Harware Fault? Virus?

you have to try and kill any suspicious processes - for that scan through the Task Manager. Also, maybe run msconfig and see what services are starting up at startup. maybe one of them is silently eating up your CPU time.

No processes are taking my CPU too badly:

(This is ordered by CPU usage so the biggest ones are at the top)

But the CPU is busy always:

My startup is clean so I don't understand:

    Hi mate,

Do a spyware and adware check alot of malicios software not show up in the task manager or msconfig failing that mate try a could old defrag to see if that frees up any horsepower for u!

    Hope this helps Dave

Thanks. Think defragmenting fixed it. the bar was mostly red lol so I had to run it several times :)
but it freed up a lot of the CPU.
