What you're talking about is probably preamplification, and if so that would be a hardware issue more than a software one. For bass though a decent soundcard will support LFE, which sets the frequency cutoff for what is sent to the subwoofer. A higher LFE sends more frequency range to the woofer.

Any Creative card with an EMU10k1 or EMU10k2 SPU would be a good choice. Some cards are branded "Live" or "Audigy", yet they have cheap AC97-like SPUs -- avoid those. Turtle Beach also has some pretty decent cards which are inexpensive but they lack the processing power of the EMU10k SPUs, so it really depends on what you want to do with it.

Then follow Anti-Trend's advice. Just stay away from the AC'97 codec and anything made by Realtek........ or VIA. Then you will be OK :D

Most people end up with a Sound Blaster anyway! Although I would suggest checking out Yamaha, ESS and C-media too.

C-Media is basically a high-end AC97, much like newer VIA or Realtek chipsets. C-media is actually the same chipset manufacturer for those fugazi Lives and Audigys I mentioned earlier -- glorified AC97 with some serious driver issues. At least, all the C-Media cards I've encountered.

    Point taken.

However, with up to date drivers and C-Media's own software, my sound level and quality is just appaling. Both under Windows and Linux :eek:hah:

I had a PCI Creative s/c in my Dell and I was so happy with it.
Unfortunately, it was sold with the computer.
    PCI, defo for me.....

I have an Audigy 2 with an EMU10k2. Nice card, I never have problems or concerns with it. Just does what I want it to do.

Aren't those cards more for 3D gaming and movie surround sound? How does it perform with good old fashion stereo sound?

Just fine. It has a great hardware EQ and digital out, so it's pretty good for any general-purpose usage. If you just want a cheap and simple card, Turtle Beach are very inexpensive and well-built, you might go that route. But as I said earlier any card with an EMU10k chipset is an excellent choice as well.
