Do you hear any kind of beeps when powering the mobo with absolutely nothing but the cpu on it ? If not, then it's probably the mobo, unless it's your psu again which is unlikely.

Any Socket 478 motherboard should do, provided a) your case is big enough (if not you need a micro Atx mobo), b) your psu is standard, i.e. not proprietary. If it is, then you'll have to order a mobo from eMachines directly.

Any offering from Asus, MSI, Abit and Intel with an Intel chipset and onboard video is what I recommend, unless you already have a separate video card or unless you wish to get a new one.

This board for instance would suit you.

However, that one has no agp slot.

If it's dead, you should bury it.

it sound to me, you've replaced an underpowered PSU (Emachines are very good but, they have under powered PSU's and dodgey power swithes) try shorting the pins together (front panel power switch pins) if system powers on then you need a new front panel power switch (probably why system won't power on)
