If you really want to make your card quiet, you might consider using liquid cooling. But bear in mind that this is a costly solution if done properly.

It sounds more likely to be an issue with the cable running to your screen. Are you able to connect another screen to your system? If you have the same issues with that screen, then it is caused by your graphics card.

These temps look fine. As long as the load temperature is lower than 80C (100 is maximum allowed), there won't be an issue. The system will automatically turn itself off when the temperature is too high. Concerning the thermal paste, you could put full load on the CPU almost immediately.
