The CD drive should read but i wouldnt guarantee burning capabilities in safe mode while it is no suprise the usb no longer works - safe mode is windows without most drivers and applications loading at startup. You can make your own special version of safe mode however by running 'msconfig.exe'...

Not really in the spirit of this site mate.... You'd be best to secure wipe the hard drive and re-install the Operating system from scratch (most laptops have a built -in hard drive recovery partition nowadays meaning no stress over drivers etc.)
