I still think that a geforce 250 could be the best video cards to take, all things considered. Anything above that would be bottlenecked, I think. I would advice to get a second opinion on that, of course, but all in all that's how I think it should go down.

If you change your motherboard to something modern, then no. They all will have DDR2 at the very least.

I second RHochstenbach and after you've done that, try to run some benchmarking (3dmark, furmark), cause this rainbow stuff might very well be artifacts a.k.a. your GPU could be dying.

A couple more suggestions: - test the RAM with memtest - lower the RAM clocks in BIOS - try the RAM in a friends PC - make sure the exact RAM art number complies with supported RAM brands in the supported list of RAM vendors of the motherboard (damn, that's a knotty sentence right there :D )...
