    Is the 2.8 cpu supported by that motherboard? Does the motherboard give any error beeps off as it powers up? Maybe try to reset the BIOS (via jumpers, probably).

    I would take the 500W one. More power, quiet, but still has that backup kind of fan. I would take the 460W only if I had a very good ventilated case and if the PSU position would be at the bottom of the case (cause of hot air raising up - all the fans could suck it out).

    I still think that a geforce 250 could be the best video cards to take, all things considered. Anything above that would be bottlenecked, I think. I would advice to get a second opinion on that, of course, but all in all that's how I think it should go down.

    I second RHochstenbach and after you've done that, try to run some benchmarking (3dmark, furmark), cause this rainbow stuff might very well be artifacts a.k.a. your GPU could be dying.
