Hi E, I've noticed that you've put the required specs up and you need 1TB of HDD space. The Hard Drive space of the HP Probook 4540s is only 750GB so this would automatically deduct one of the two options that you had.

As the Antec Twelve Hundred doesn't come with a PSU I'd hope that the they'd have the sense to buy a decent PSU for it. I'd probably be wrong though :)
