Basically, when first running CPU-Z after the new install, it said it was running at 2.4 approx with a 12x multiplier instead of 17, so i waited...

Well unless you have a board that has DDR and DDR2 slots, which i'm pretty sure your board hasn't, you won't be able to physically fit you're DDR...
