Part of StarOffice by StarDivision - a proprietary office suite and the predecessor of OpenOffice. Displays the quick start applet in the System Tray. Right clicking on the icon allows rapid starting up of components of the StarOffice suite. Automatically started when any StarOffice component is run from the Start menu and is a resource hog (it uses more than 16 MB of memory)
