Abit NF8-V, AMD Sempron 2600+, and PNY Geforce 3 video card

I just built a new system and I'm running into a problem. Most likely it's the video card but I figure I would ask the question here to make sure.

Computer posts but once I'm in the Bios, the video dies. I will power off and power back up and the same thing happens. I also have a test PII 300 and the same thing happenes.

So is it a bad video card? Thanks in advance.
 
I'm using a 400watt power supply (no name). Also have the aux12v plugged in. Also the power connector is 24 pins to the motherboard.
 
So what are you testing on the PII box? The power supply? If so, then look to get a new one. Newegg has two PSU's that are very nice and rather reasonable. The Fortron AX400 and AX450PN run $39.99 and 49.99, respectively. For the prices those run, you probably won't find a better unit with the same or similiar price.
 
So what you are saying is that the power supply is my issue? I find that interesting. So the reason for my video card cutting out is becuase of not enough power? Ya I have a PII 300 that I tested the video card on. I will get video up until Windows 2003 Server starts to load on the PII 300 and on the 2600+, I will get video while I'm in the Bios but if I move around in the bios that is when the video cuts out. So is it the power supply or Video card?

I misread the issue, but the power supply may be involved. Take a known good video card and use it in both machines, particularly the NF8 build. If you still get video acting up, then I'd definitely look at the power supply as being the culprit.
