Cpu hot

Hi, i was booting my computer, and then i realize that the cpu fan not spinning. But the computer boot ok. So i use it in about 5 minutes and then turn it off. When i touch the heatsink it is not warm it is hot. Is it normal that the heatsink to be hot in just about 5 minutes, even without the fan spinning?

Can you give us a little more info please, is it a desktop? or ? you really need to fix the fan or you will fry the cpu..
