DUAL TV Tuner Card problem

I have a dual TV tuner card in a Windows MCE system.
the dual tuner works fine with a normal tv antena.
However when using it with Sky Digital it disables the 2nd tuner and only works with one. i.e. does not allow recording one while watching the other/
