Formatting CF card

I need to format a CF card with FAT16. How can I accomplish this? The computers I am trying to use are all Win 2000 or XP. I have a card reader that will allow me to access the CF card but I need to put FAT 16 on it. HELP ME.
 
I might be wrong but I think you are talkning about FAT as when I connect my MP3, I can only formt it as FAT32 or FAT.
My MP3 player manufacturer actualy instructed to only format in FAT!

Now, when you insert the card and your PC detects and 'mounts' it, does it show under 'My Computer'? If yes how?
