Not familiar with partitioning in Windows 98, but you could try reading the following guide which has information on how to use fdisk under the 'Partitioning the new hard drive' section. Failing that being any use to you, I'm sure someone will post a reply with a solution for you. Good luck!

In Windows 95, 98, or Me, how do I partition and format a new hard drive? - Knowledge Base

To create a Windows 98 boot diskette, click Start / Settings / Control Panel / double-click the Add Remove programs icon / click the Startup Disk and create disk.
The only thing you need for this is a floppy.

Leave that floppy in your computer. Restart your computer, press delete or f2 key to enter into CMOS. Change your first boot device to Floppy, save and exit.
you computer will enter into the dos mode. Press A:/ to enter into floppy drive.........
After that go here [link=http://www.cybertechhelp.com/tutorial/article/how-install-slave-hard-drive-win98] How to Install Slave Hard Drive Win98[/link]
