I want a TV tuner with a FM Tuner that can be programmed to work like an alarm clock?

Hello, I would like a TV tuner that has software that works like DVR recorders and an alarm clock. I want a tuner that can be programmed to turn on the computer when a Television program is about to start and record the television program and then shut the PC back down when it is finished. I know most TV tuners come with this feature, but here is the tricky stuff.

I would also like a TV tuner that comes with an FM tuner and can be programmed like an alarm clock. It turns on my PC at a certaint time, plays the radio for a specified time on the week day mornings, and displays the time on the monitor in large numbers during that time. Do you know of a tuner that has all these features? Please post links of Tuners from reputable retailers.

I was thinking of this one but it isn't clear if this is capable of alarm clock features with the radio:

This Tuner doesn't have a DVI port for my monitor, but I assume that it can be programmed to display the image from my video card, is this correct? I have to get a pci x1 slot because I'm out of PCI slots.

I also found this higher version of the Kworld tuners that uses the Pci x 16 slot which I also have availble. :::: Welcome to KWorld Computer U.S.A. Branch Office home page :::::
It recieves Digital radio whic I beleive they abbreviate "DBT." I don't know anything about digital radio, I just heard breifly that it may replace analog radio in the future. Does Digital radio receive the same radio stations as standard radio?
