    What's the CPU?

VGA: look for 2600XT or 1950 Pro. Both of them beat 8600GT.

You will need better PSU. (Depends on CPU)

Intel Core 2 Duo E6320 - I'm getting the 320 over the 400 because it's got more cache

Would any of those cards you told me about play CSS, Oblivion, GTA: SA, BF2, etc on full settings with resolution set to high on 1280x1024?

You will be able to play on high every game you mentioned except Elder Scrolls IV: Oblivion. You can see in some tests that even High-End systems have some difficulties gaining high FPS on this game.

It can be explained like that (very simply): This game tries to gain everything from DX9 so it's a big stress for all DX9 / DX10 systems. Now if you get 8500 GT which is ever worse at DX9 than those GPUs i mentioned before. It would choke up.

Now let's imagine if some games fully initialize DirectX 9 and tries to make everything possible from it. Those games would run very slowly (10 - 20 FPS max on High-End systems). Thats why Oblivion is really painful for mid-end pcs ;)
