New Build wont boot

First Ill tell ya the hardware:

And an old TDK dvd-RW all in a Thermaltake case

My motherboard has onboard LEDs to help diagnose issues and the VGA LED is staying lit and I'm not sure why, when i put my old video card in which i know still works in my old PC it still stays lit. I can't figure out why, its like it doesn't see the video card is inserted. I built every PC I've owned, and this is the first one I'm having these issues with.
 
I promise I'm not spamming for post count.

But I thought I should mention this is my first intel build. So maybe I overlooked something basic that's different from AMD.
 
Do you get any beeps or fans start to spin when turning on the computer, are you able to test any of your components (other that the graphics card) on your old computer?
 
I'm not able to put anything else in my old set up, but all the fans are going and it tests the CPU and RAM first, it passes by those then locks on the VGA.I'm just totally lost at this point.
 
Ok well after a number of different walk thrus that are designed to help identify the problem I'm still unsure if its the motherboard or me being an idiot.

Not sure what you have already tried?

- try a different graphics card
- use only one memory stick / try different slots / different memory

So do you actually get some VGA output?
 
I've tried only one stick of ram, in all 4 possible slots, and all 4 sticks one at a time. I've tried 2 different cards (my new one, and an old geforce 4800) in both PCIex16 slots. its always the VGA led thats staying lit. unless I try with no DIMMs in then then RAM led stays lit (which makes perfect sense of course). unfortunately my old PC doesn't work due to a recent flooding of my apartment, so i can't verify that both cards definitely work XD

VGA diagnostic LED suggests it probably is the graphics card!

Another thing, is the fan spinning on the GPU?

Heres what I got from the manual (if you start hearing beeps)

- One short beep - VGA detected, Quick boot set to disabled, No keyboard detected
- One continuous beep followed by two short beeps then a pause (repeated) - No memory detected
- One continuous beep followed by three short beeps - No VGA detected
- One continuous beep followed by four short beeps - Hardware component failure
 
The fan is spinning.
My speaker apparently isn't working.
I took both graphics cards to my office and confirmed they are functional.

Ok so this guy spent about 2 hrs trying to get my set up working he decided the mobo was the issue. So i went out and bought a new one, and I'm getting the same issue... I think I'm going to give up on having a desktop again. :(
 
I had a similar issue with a mac pro recently, LED lights indicated all was fine but got not video out, in the end it turned out to be the CPU.

See if your local computer repair shop or a friend can borrow you a CPU to try.
 
The CPU is on its way back to newegg for replacement, tried a second PSU today so the only piece we haven't swapped out was the CPU.

I have found evidence that the board doesn't support my CPU out of the box, and first needs a BIOS update, which will be hard because i don't have any 1156 chips laying around neither do my friends :(
