OC'ing a Radeon 3650

When I install the catalyst control center the program forces the gpu clocks to 300mhz instead of the stock 725. I'm wondering how I can fix this or repair the problem so that I can the the preformance I should out of my card?
 
Hi, Isn't that the 2D speed and the 725mhz is the 3D speed?

When you play a game the speed will go up to 725mhz when you're on desktop it drops to 300mhz

Then how come whenever i try to test custom clocks in ccc, it doesnt test anything and the % doesnt jump nor does the heat. Nothing happens. Why is that?
