Strange Monitor Behavior

I'm hoping someone can help me figure this out:

I have an ATI Mobility Radeon X300 card in my laptop and I recently purchased an Acer AL2223W LCD widescreen monitor and connected it via an analog cable.

I was under the impression LCDs didn't have much of an issue with refresh rates but I see these vertical "waves" that move up the screen at pretty regular intervals (more so when the wireless mouse is moving). I've tried adjusting the monitor's refresh rate and even updating the video card drivers but nothing seems to be helping. The waves are more apparent when looking at darker color backgrounds.

Is there anyway I can adjust this so I don't see this? It's pretty distracting.

turn off all wireless devices, including your laptop wifi when tried everything else..... if it still progresses i would think about moving away from that mobile mast outside your window!!
