top of the line old or new low end board and processor

I have a friend and her son needs a cheap computer for school. It is mainly for school work but I am sure he will game on it some and watch videos.

Should I look for a used high end board and processor on ebay or get a new low end pair?
 
A little more info please ....School work is one thing and gaming is another.. Another big thing is Price.. Do you have computer knowledge ? Do you want to build one or buy one ?
