Transfer files from one HD to the other

I have a computer running Windows XP Pro. My C Drive is a 10 GB HD with a Slave that is a 40GB. I want to get rid of the 10 GB HD, make the 40 the master, and add a larger HD as the slave to the master. The problem is most programs and the operating system are on the C drive. Is there a simple and easy way to move all the files, folders, programs everything from C to D.
 
Files are easy, but the programs, you'll have to uninstall them from C: and then reinstall them on D. Additionally, you're going to have to reinstall Windows on the 40GB drive. There are transfer programs out there, but they just don't seem to work all that well. I haven't used anything like them for years now, but I'm very skeptical of programs like them. Alot of the stuff was geared for Win9x, and didn't play nicely with WinNT OS's.
