transfering files to disc

when copying files to a rewriter from c drive, files are copied to the staging area. when balloon to copy is clicked, windows is saying there is no disc in the drive. i can copy discs or transfer via nero or clone, so it seems to be a windows problem. any ideas ?
 
Why is it a problem if you can copy with nero? Also are you trying to copy to a CD or a DVD?
 
trying to transfer pics to a disc and would like to be able to transfer via drag and drop method in windows
 
what kidn of disc, CD or DVD? Windows cannot write to DVD's, only CD's.
