Usually you can get 5% overclock in most cards without getting any artifacts.

hmm, well i manage to overclock my 9600 np from a stock speed of 325mhz, to about 450mhz and its stable, but its still not good for playing top games at best settings, what games are you wanting to play?

i would reccomend a 9800xt or 6600gt at the lowest!

Get the 6600GT AGP as it's a great value right now. If you can find it shoot for one from eVGA. The 6600GT's are above the 9800XT mark except they're a lot cheaper still for some reason (come on ATI!). What kind of budget are you looking at? <$200?
