What Equipment do I need? (Camcorder?)(Video Card?)

I am in the process of setting up a complex system of video recording/broadcast. I need to know what Equipment do I need for this setup. Trying to do this as inexpensively as possible.

I need a good Video Camera for the following uses:

1) Live video recording directly to a separate DVD recorder. Recording distance is 20-30 feet from camera. Preferably AV Out for this one.
2) Live Video Chat through Skype, hopefully Video able to be piped directly to Skype without separate software or hardware. Possibly USB connection?

What's the best resolution for these two uses? I want the best quality that won't overload the recorder or Skype.

If I need a Video Card to make this work easier, this is what I have for other hardware setup:

1) Primary monitor (showing Video Feed A) (Fed by Onboard Video out)

2) Secondary Monitor (showing Video Feed B)
3) Tertiary Video Out going to 2 Daisy Chained Projectors (showing Video Feed B)
(Output 2 and 3 are Cloned output from same Video card)

Only hardware port on video not being used is a S-Video Out from Video Card (not of much use)

Will I need another Video card for input?
