While piecing together a system would be the best, you'll want to look at Koolance EXOS setup. It's about the best external unit you can get. The GlobalWIN Jefi looks intresting, but the resivoir is open and the ocean theme of it may not be what floats your boat. There's also the Corsair HydroCool, but the performance isn't all that impressive. The last one I can think of that might be good is the CoolerMaster AquaGate, and that seems to be the next best thing to the Koolance EXOS. The neat thing about the AquaGate is that you can later on (in a normal case) have it as an internal unit, but it's setup to also work outside the case.
If you're getting this so you can overclock...well, forget it. Dell really doesn't make their motherboards with overclocking in mind.
They also typically have a duct from the fan to the CPU, which Dell equips with a passive heatsink (no fan).
But, I don't know how that relates to Dell's lack of BIOS options for overclocking...
