When I go to Start, Turn Off Computer,

    When I go to Start, Turn Off Computer, Turn Off my computer does not shut down,
    It restarts....
    Does someone know whats up with this?

    presumably you are using xp, i've had this problem with win9x but i can't remember what the problem was, let me have a think about it and i'll get back to you

    If you have windows cd then use windows repair funtion.

    I would suspect you need to change some of the power management settings in the CMOS setup.

    Boot your computer and tap delete (you may have to press F1, F2, F10 or F12) just before Windows loads. This will take you into the CMOS setup. Look for power management settings, then disable everything related to it.

    yes i think megamaced is plobably right, basically to enter the BIOS, when your computer does a POST test (beeps when you turn it on) press the <del> key or as megamaced stated (you may have to press F1, F2, F10 or F12)
