Doesn't sound like an uncommon problem with windows. It could be a lot of things really. What comes to mind is that a process or program is not terminating and causing the delay.

Go to task manager and see if you can find something which looks suspicious. The best thing to do is to do AV scan, update your AV and scan your computer. Also download [google]Spybot Search and Destroy[/google] and also [google]Ad-aware Personal[/google] and do scans with both to check for spyware. Even if it isn't the problem, it wouldn't hurt to do a scan.

You should check the event viewer to see exactly what is going on. The following steps are for Windows XP Professional:

    1) Click on start - control panel.
    2) Click on Administrative Tools
    3) Click on Computer Management
    4) On the left hand side you will see 'Event Viewer', click on that.

This utility logs every event that takes place within your computer. Look for any red error messages.

Report back with the error messages once you've found them
