Protocol encryption and a good port get round it usually, but not always.
utorrent has the best protocol encyption and port 11717 tends to give the best results for me, though im on pipex. I always use this port. utorrent has a little port check which does return that the port is blocked quite often with BT internet so lets you know you have to change the port.
I read that the theory behind protocol encryption shouldnt allow a throttled connection to get good speeds but its worked for me and my mates.
You'll be downloading Linux at full whack before you know it ;)

Port 6881 is frequently targeted by ISP's.
Try something a bit less obvious, like 53100.

6-11pm are the busiest time of day for an ISP. If they are already strapped for bandwidth, their blocking of P2P downloading during that time frame is more than likely your ISP's way of alleviating some of the traffic for everyone else. In other words, there are probably ways to get around it, but I personally suggest that you don't in this case in order to be a good neighbor. If it was a situation where they were blocking P2P altogether, you might try a client like Azureus which can also use encrypted, decentralized technologies like I2P and TOR, as well as use a non-standard port rather than 6881.
I use tiscali too. They have this thing which they don't tell you much about called a Fair User Policy. Basically this means that if you use a large amount of bandwidth then you slow the internet speed for everyone else (not single users, but if many people are heavy users then the speed goes down), so during the hours of 6-11PM tiscali ask you not to download anything larger than 50MB.
They send you several warnings about your high usage, before limiting your bandwidth to the average bandwidth used by everyone else.
This helps keep the customers happy (apparently).
I think it's a bit like, we don't want to upgrade our hardware to handle more people, so we will just limit you instead.

Most just cap your bandwidth over p2p ports to 20-25kbps for the period a period of time. Its just because they give you crappy contention ratios and you have to share your connection with 50 people! Im guessing its down to the wholesale price BT charge the ISPs for the line access. Some ISPs used to do a 20:1 contention but I haven't seen that for a while now.
"Fair User Policy" is the phrase though, most ISPs have small print headed by this now.
I asked a question at adslguide about which UK isps didnt throttle your connection. I had other criteria too but either way someone gave me a huge reply!!

Personally, i think if i pay for a uncapped 2MBit connection i should be able to use it @ 100% 24/7 if i so wish.
If This is a major problem for you (your ISP) and you have a spare bit of cash every month, i would suggest something like Relakks, a VPN (its encrypted, so your ISP cant snoop) proxy service... they'll even give you as much bandwidth as you can use! (per second and per month, your only restriction is your ISP's bandwidth cap)

I agree, but most run-of-the-mill ISP's in the UK subject their users to Fair Use Policy.
SKY and Demon are but I cannot say I ever noticed drop in speeds at certain times of the day.
At the end of the day it is all down to the ISP traffic capacity.
I would suggest to do the homework properly and try an identify an ISP which can offer the best traffic volume 24/7. Even if it means paying a few more ££££ (or $$$$).
