    PC not powering on...

    My guess is the PSU. But the entire behavior is not normal. You shoud check you power source maybe the problem is comming from that.

    2.5 " ide hdd problem

    Try to check it for errors, bad sectors. Maybe it still a chance... but sometimes when a HDD can't formatted is not a good sign.
