    What is usenet?

Usenet is a network that contains many different "news groups". They are used to share messages and download content. It used to be the predecessor of the community board. To gain access, you'll need to subscribe to a Usenet provider (who may charge a fee), and then you'll need an application to...

No, it's more to check what people are most interested in.

    No sound card driver installed.

The Xnote series also have a product number, can you find that on the back of the laptop? Alternatively you could use this page to find it: http://www.lg.com/ca_en/support/product/support-product.jsp

    CPU and Graphic card

I would recommend the AMD Phenom II with the AMD HD 6850. This gives much better performance than an integrated graphics card.

    A good NAS Storage device....

The reviews look really positive and it has a big set of features, so I personally would buy it.

    No sound card driver installed.

Do you have a model number of your laptop? It should be visible near the screen or on a label on the bottom of the laptop.

Will this work? (Motherboard + ram card question.)

The RAM appears to be compatible with the motherboard, so that is possible indeed.

RAM issues (not being displayed/utilized by Windows Task Manager?)

That means that you are using the 32-bit version of Windows. You should install the 64-bit version, which has a higher memory limit.

Bought new GFX card, PSU not enough power, advice needed..

It is never advisable to use a cheap power supply, as these will mostly fail. See if you can find a used power supply (a corsair or enermax PSU).

    free software to monitor employees?

Do you mean you wish to monitor what they are doing on their computer? You could use parental control software for this purpose, but keep in mind that in most countries people usually have to give you permission to monitor them in the first place.

    New to building a computer

The components look like they are all compatible with each other. The graphics card depends on what you want to use it for. Is it general usage, or do you wish to play video games?

RAM not running at the correct speed?

The speed you are mentioning is the bus speed frequency, not the CPU frequency. The Intel i-series no not have a memory controller, so it depends on the maximum memory speed of your motherboard.

    CPU Cooler

They both use the same socket, so yes that is possible. Do keep in mind that if you're using the stock cooler from the Celeron, it might not cool your E5700 sufficiently and become noisy (fan would blow at extreme speeds). So it would be wise to keep an eye on the temperatures.

    CPU switch?

    You're welcome :)

    CPU switch?

It's possible that the motherboard only supports 32-bit CPUs. Too bad, but at least you've tried :)

    CPU switch?

When you put back the old CPU, did it turn on properly? If it does, that rules out a connection issue. It might be possible that the motherboard doesn't support the type or instruction sets of the CPU.

    CPU switch?

According to the manual there should be four latches inside. It might be possible that you haven't pressed one of them down enough.
