If still no success, click Start > All programs > right click Internet Explorer > Properties > and you should already be on the 'Shortcut' tab.

Here take a look at this. Personally, I use Firefox it is a much safer and a more stable browser than IE. You can download it here. :)

Go to the Internet Explorer icon and right click it go to properties go to Shortcut tab and then look down near the bottom where it says 'Run:' and select Maximized. That should do it! :)
