    check you boot order in the Bios, Does it show under the Bio's... Could try changing the boot order to the new drive to boot first.

    Well what is the hard drive you are trying to use ? Is it a sata or IDE ? do you have the second drive set at Master or slave ?

    I would first buy a new Dell Power supply, It has to be a Dell, because Dell uses Proprietary Parts in there computers... 3600 Really !!! Man .....

    I don't think you need to replace the heat shield, Just the fan... Try to find another fan that might work..

    Your Motherboard say it supports 240 pin DDR3 1333mhz/DDR3 1066mhz (1.35volt) You have 1.65v... this might be a problem.. Try running 1 ram stick...
