This Apple 23' cinema HD does not have a spot / place for any power cord, That is what makes it so hard to figure out ..
The problem is there is NO power cord, OR a place to put one on the Monitor.. Does it get its power from the USB port ?
Open the case and check all fans to make sure they are working, Is this pc getting hot in any way ? Also sounds like it might have a short...

did you get a motherboard drivers disk with this new motherboard ??? Also did you do a FRESH install of your OS ??

you can get a power supply with a fan that does not make almost any noise.. you just have to buy a top brand name one and check the rating on it,...
The reason for the red X is that there is no driver installed for that device.... You need to download and install the right driver for Vista....
