60-61 FPS on my 7800 AGP

i bought a AGP vidcard EVGA 7800 GT CO 256mb my mobo is a MSI neo V2 with CORSAIR XMS 1GB (2 x 512MB) 184-Pin DDR SDRAM DDR 400 (PC 3200) TWINX1024-3200C2PT -
and a 450 PSU generic (came with the case) i only power 1 100gb SATA HD and a cheap dvd burner form emperex and my vid card

the thing is when i play games (fps) liek call of duty call of duty UO and guild wars i NEVER se my fps go above 60-61 frames :( which is sad b/c i dont know what the prob is could it be vid card ¿ but i dont know y it is a good video card no¿ could it be something with my monitor¿ i have soem cheapy CRT i bought @ a garage sale for 10$ its a 15inch one soem 1 plz help i wanted to get into online gameing and pc gameing but i dont think im getting the full bang from vid card i think

I dont play either of those games, do they have a 60FPS frame limiter like doom3?

What resolution are you playing at and what detail settings are you using? Do you have anti-ailasing and ansiotropic filtering turned on? Besides a framerate limiter, these can also affect performance. Another factor is the game engine in use. The Doom 3 engine is capped at 60fps by default.
 
A big factor could be HDR (hyper/high dynamic range). I think the best way to test if there is a cap or not is to change all your settings to low and see if your FPS goes up. If it does, then there isn't a cap at 60.

Some games have a command line settling that you can change the maximum fps. For instance, in Counter-Strike (Source/1.6) there is cl_fpsmax where you would set the maximum fps rate after typing it. cl_fpsmax 100 sets it to 100, cl_fpsmax 50 sets it to 50.

By the way video frames are intertwined with the refresh rate of the monitor. If you want your frames to be higher make sure you have vsync on.
 
If you want your fps you should actually have Vsync off as this limits your maximum FPS to the refresh rate, so if you have Vsync on and your refresh rate was 100, then your max FPS would be 100 max, its best to turn Vsync off.
 
That tearing is hideous though, i have to play with vsync on all the time. Unless your performance is staggering i don't see a reason to remove vsync.
 
Totally beretta9m2f, HL2 looked so much more smooth with vsync. And concidering refresh rates never really go below 60hz on all but the oldest monitors what would it matter if you were getting 180fps? You won't see a smoother image, your eye can't discern anything faster.
 
Having VSync off could actually cause more problems if the ratio is over 2:1. You should put it on and test if it improves.

We may not see the difference in having it off, but the difference could be made when playing an FPS. When you fire, your computer is capturing screen shots of your position and what you are aiming at. Counter-Strike, for example, will guestimate where the next shot will be by applying a bit of logic and physics. We might not see the difference, but in terms of shot registration, vsync being off could make the difference.
 
i play at res 1024/768 i do not know about that vsync stuff but i will try that i will report back and see what happens which will be until sunday cause im in the mid of noware mex at the moment so let me get this right ..if i put all my vid card settings on low when i play call of duty they will get higher¿
